What does it take to transform a government school — not just one classroom or one subject, but the entire institution? In Haveri district, a school that once struggled with low enrollment and minimal community involvement is now a place where the anganwadi centre runs structured early childhood sessions, the library has colour-coded books children actually read, a science kit sits in the classroom ready for experiments, a smart classroom brings lessons to life, teachers have been trained across every intervention, and parents show up — not just for report cards, but to help the school improve. This is the Karnataka Model School Pathways Program (KMSPP) in action: not a single program, but every program working together.
Improving one thing at a time doesn’t transform a school. Everything has to work together.
India has over 1.5 million government schools. Many have received individual interventions — a computer lab here, a library there, a one-time teacher training session. But isolated interventions rarely stick. A science kit without teacher training sits unused. A library without structured reading time becomes a locked cupboard. A smart classroom without content in the local language doesn’t help. And none of it matters if children aren’t in school to begin with.
The Government of Karnataka recognised this challenge and set out to create a replicable model for whole-school transformation — one that addresses preschool readiness, learning quality, community ownership, and career pathways simultaneously. ILP, with its proven suite of interventions, became a key implementation partner.
A blueprint for model schools — every ILP intervention, integrated into one school
The Karnataka Model School Pathways Program (KMSPP) is a flagship initiative of the Government of Karnataka, co-designed with Sattva and implemented by a consortium of partners including ILP. The goal: transform 105 government schools and their co-located anganwadis across 4 districts — Haveri, Tumakuru, Yadgir, and Davanagere — into model schools that demonstrate what a well-functioning government school looks like when every piece is in place.
ILP brings its full suite of proven interventions to each school: preschool strengthening, child-friendly libraries, science kits, smart classrooms with digital content, ICT labs, career guidance, and community engagement. Each school receives all of these — not one at a time, but as an integrated package. The result is a school that works as a system, not a collection of projects. KMSPP is designed to create a replicable blueprint that the state can scale across Karnataka.
Preschool strengthening
Co-located anganwadis are transformed into vibrant early childhood centres using ILP’s proven Kalaburagi model — training anganwadi workers, providing teaching-learning materials, involving mothers’ committees, and ensuring children arrive at Grade 1 school-ready.
Complete learning ecosystem
Every school receives the full suite: child-friendly libraries with GROWBY-graded books, science kits with 200+ experiments, smart classrooms with NCERT-aligned digital content in Kannada, ICT labs with 26 open-source tools, and trained teachers for each.
Community ownership
School Development and Monitoring Committees (SDMCs), mothers’ committees, and village leaders are actively engaged. Community members help monitor attendance, support school events, and take ownership of their children’s education — so improvements last beyond the program.
Career pathways from Grade 9
ILP’s career guidance program is embedded in every model school — self-discovery in Grade 9, career exploration in Grade 10, post-results counselling, and continued tracking. Students leave with a plan, not just a certificate.
From selection to self-sustaining model school

District & school selection
The Government of Karnataka and Sattva identify 105 schools across Haveri, Tumakuru, Yadgir, and Davanagere based on need, existing infrastructure, and proximity to co-located anganwadi centres. Each school is baselined across learning outcomes, enrollment, retention, community engagement, and infrastructure.
Integrated intervention deployment
ILP deploys its full suite of interventions simultaneously: anganwadi strengthening, library setup with GROWBY-graded books, science kit distribution, smart classroom installation with Kannada-language digital content, ICT lab setup with 26 open-source tools, and career guidance materials. No school receives just one piece — every school gets the complete ecosystem.
Teacher training across all interventions
Teachers are trained on each intervention: structured reading programs, hands-on science experiments, digital content integration, ICT tool usage, and career counselling facilitation. Training is practical, not theoretical — teachers experiment, practice, and prepare before working with students.
Community mobilisation & SDMC strengthening
School Development and Monitoring Committees are activated and trained. Mothers’ committees are formed. Community meetings build awareness around enrollment, attendance, and the importance of keeping children in school through secondary level. Parents become partners, not spectators.
Monitoring, learning & blueprint documentation
Each school’s progress is tracked across a comprehensive set of indicators — enrollment, retention, learning outcomes, community participation, and intervention usage. Successes and challenges are documented to create a replicable blueprint that the Government of Karnataka can scale to other districts across the state.

The vision is not to create 105 special schools, but to prove that every government school in Karnataka can reach this standard. When the preschool, the classroom, the community, and the career pathway all work together, the transformation is systemic — not temporary.
A government-led initiative with ILP as implementation partner
KMSPP is not an ILP project — it is a Government of Karnataka initiative in which ILP serves as one of the key implementation partners. The program was co-designed by Sattva, a leading impact consulting firm, and is being implemented through a consortium model that brings together multiple organisations with complementary expertise. ILP’s role is to deploy its full suite of proven interventions — from preschool to career guidance — into each school. The consortium also includes partners specialising in school infrastructure, teacher professional development, and government capacity building. This approach ensures that the blueprint is comprehensive and that no single organisation becomes a bottleneck to scaling.
